"In this chapter, problems associated with creating change in schools are discussed to provide a backdrop to the issue of developing a school reading program. Guidelines for developing a school reading program are presented and processes for creating change elaborated, highlighting in the importance of involving as many teachers as possible in the curriculum development process. This is followed by a discussion of materials selection that emphasizes the need for establishing criteria with which to analyze the materials. There is also a discussion about the importance of technology and the resources that enhance knowledge of this aspect of a reading program. Finally, there is a selection that describes basic elements of the No Child Left Behind and Reading First Legislation (p. 136)."
